A rule breach against one’s will?

The book examines the Member States’ ability to transpose European law. Particularly within the complex, multi-level European system, proper transposition not only depends on a variety of factors but is also a key prerequisite for the functioning of the EU. According to the assumptions of the management approach, non-compliance is primarily attributable to national vetoes. The book highlights contradictions in the research and offers insights into the causes of non-compliance. The formulation and implementation of Regulation (EC) No 1370/2007 on public passenger transport serve as the subject of the study. The work identifies numerous ’veto players’ who not only block the process but also actively shape it, thereby preventing the one-to-one implementation of European requirements.
