This report shows how local governments can use green, social, and sustainability (GSS+) bonds to raise the cost-efficient capital they need to fund sustainable infrastructure projects as they bear the brunt of global population growth. Drawing on case studies from cities including Tokyo, it explains how GSS+ bonds can help fund the local mitigation, adaptation, and resilience projects cities are designing to tackle growing climate and social challenges. It shows how local governments can work with development banks to catalyze issuance and create pooled finance vehicles to help tap into the long-term financing they need to bridge investment gaps.
